This isnt a simple ask. It really depends on what you are using it for. You have quad processors, extreme processore, dual core processors. AMD or Intel. I am a huge proponent of AMD processors but I would own to say the Intel Core 2 Extreme QX6850 3.0GHz processor take the prize in sheer power. Priced at a whopping $1399 at newegg.com you better believe this chip is hot.
The most powerful one to my familiarity right now is the Intel Core 2 Extreme. It's a quad-core CPU, and will run you in the order of $950+ :)
It all depends on the use of the processor. For example Cray Computers, biggest Supercomputer company contained by the world, uses up to 8194 Amd Opteron Processors in their computers. In conjunction these computers can get up to Millions of Ghz.
